A light that blinks on and off usually points to the LED itself or its connection, not the base. The C-FCR10DCGTA-046 LED light is the LED board for the Arctic 8 and 10, while the C-FCR10DCDTA-011 is just the housing base. Before ordering, check that the connector to the light is tight and clean. If you're not sure which you need, send us your model number and a photo.
