Since it cools fine on the electric elements, the cooling unit is working, so the problem is getting enough heat to the boiler on LP. With an aftermarket unit, the most common causes are: the flue baffle missing or at the wrong height, the burner not centered under the flue, a dirty flue or burner, LP pressure below 11" water column, or an orifice that doesn't match the BTU rating the new cooling unit was built for. Check with the cooling unit's manufacturer for their recommended orifice and baffle setup.
