Yes, it can. On the Polar N8, the board checks the spark circuit, and a shorted spark wire or electrode can keep the whole fridge from powering up. Since you have 12V and 120V at the board and already replaced the front panel, unplug the spark electrode lead from the board and try powering up. If the fridge comes on, the electrode or its wire is the problem. The 639572/ 50859 kit includes the spark electrode, gas valve and burner. Also check the fuse on the power board.
