If you have power at the optical board but it won't turn on, check the ribbon cable between the optical board and the rear control module first, and make sure the power button on the front panel isn't stuck or broken. If those check out, the optical board is the likely culprit. The 640089 has been superseded by the 641592/ 51023, which fits the N8DC and N10DC, comes with the front panel, and is in stock.
