Good testing. If you have 120V at the heater and it reads 50 ohms, the heater is getting power and isn't open, so it should be making heat. The next thing to check is whether that heat is reaching the cooling unit. Make sure the heater is fully seated in its heater well tube (it can work loose) and that the insulation pack around the boiler is in place. Also confirm the 120V holds steady while the heater is on.
