Defrosting was the right move. What happened afterward gives a good clue: on shore power you hear clicks and a hum, but on 12V nothing happens. That sounds like the compressor is trying to start and failing (click-hum-click), and water from the melt may have gotten into the control or start components. Let it dry out completely for a day or two with the door open, then try again. Also double-check the dial isn't set to a "0" detent.
If it still won't start, the usual parts are the thermostat/control or the start components. Both the thermostat control assembly 635832 and the NR740BB fridge have been discontinued by Norcold.
