On the N8DC, the condenser fan only runs when the compressor is running, so it's normal for it to be off when the fridge isn't calling for cooling. If the fridge isn't cooling and the fan never runs, check for a solid 12V at the compressor module and look for a flashing error LED on the Control Module 640178. Since your camper is brand new, contact your dealer too. It should be covered by the manufacturer's warranty.
