If the fan is rated for 24V and the board is only putting out 17V, first test the fan on its own supply. A fan that draws too much current can pull the voltage down. If the fan runs fine on its own and the board still puts out low voltage, the DC Power Supply Board 163010730 is the likely cause. It has been discontinued by Norcold, so it's only available while our remaining stock lasts.
