If the chimney is hot, 120V reaches the heater, 12V is good at the board and there are no codes, the heat is being delivered. So a fridge that won't cool on gas or electric points to a failed cooling unit, even without visible yellow residue. A blocked cooling unit can fail without leaking. Try leveling the fridge and letting it run 24 hours. If it still won't cool, the cooling unit needs replacing. See our not cooling guide. Our Tech Support service can help you confirm it.
