Crumbling insulation dropping into the burner area is a common problem on older 1210s, and it would explain poor propane cooling. Clean the burner and flue carefully first. The Norcold 1210 insulation part is no longer available, and I can't confirm whether yours originally had a metal jacket. Some owners wrap the boiler area with high-temperature insulation made for appliances, keeping it clear of the burner and flue. See our propane guide.
