On the DE-351, if the dial has no effect and it freezes everything, the thermostat control is probably stuck closed, or the thermostat sensor has come loose from the evaporator. Check that the sensor tube or thermistor is still clipped firmly to the evaporator plate. If it is, the thermostat itself has likely failed. The DE-351 is long discontinued.
