That sounds like the flame isn't being held once you let go of the button. When it lights and then goes out on release, the thermocouple usually isn't getting hot enough, or it's worn out and can't hold the safety valve open.
Try this: after it lights, keep holding the button for a full 30 to 45 seconds before letting go. If it still drops out, the thermocouple 617983 for the 3163 is the usual fix. A dirty burner or orifice giving a weak flame can cause the same thing, so give those a cleaning while you're in there.
The igniter keeps clicking because it never sees a flame, so once the flame holds, the clicking will stop.
