You're good on the heater. 38 ohms works out to roughly 375 watts at 120V, so the element isn't open. The high temp switch 637360 is only for the 1210 and 2118, so your 9182 doesn't use it.
With the fridge set to AC, check for 120V at the heater connector. If there's no voltage there, the problem is the power board. For the 900/9100 series, the Dinosaur N991 power board is in stock.
