When a DE0061 compressor starts for a few seconds and stops, and the thermostat and relay are already new, the next suspects are the compressor itself and the power module. Your readings across the compressor windings would need to match Norcold's service specs, and I can't confirm those from here. The power module 638396/640291 fits DE0061 models with a serial above 14328524, and it's discontinued.
If it turns out to be the compressor, the Norcold N2175 is the recommended replacement for the DE0061.
