If you have new elements, a new board and a good thermistor and still get AC HE, check the high temp limit switch 637360. It watches the boiler temperature, and if it's tripped or failed open, the board can't power the heaters and throws that code. Also check the heater wires and connectors between the board and the elements for burned or loose terminals. The switch is a 2-3 week lead time.
