That's an unusual one, and I can't diagnose it without looking at it. All indicator lights flashing steadily usually means the optical and power boards aren't communicating properly. Check the ribbon cable and the 12V supply first. If your N621 serial is below 9126825, the boards come as the 637779 kit (discontinued).
