When 12V drops to 0.3V as soon as it's connected with everything else unplugged, the board is shorted internally, or the supply wire can't carry any load. Test by connecting a load like a light bulb to the 12V wires without the board. If the voltage holds, the board is bad. For N410s, the power board depends on the serial number, so send it over and we'll match the right one.
