You're on the right track. With 12V at the optical board and no response, it's either the optical board (including its on/off button) or the power board not responding. On the N621, the boards depend on the serial number. Below 9126825, they're replaced together as the 637779 kit. Above that, it's the 628974 optical board. Both are discontinued.
